Run Configuration Generator does not show download URL when IFX Config Tool is missing

When the IFX Config Tool is not install, it is expected that the download URL is shown

The check for the Generator Installation is currently implemented in the Generator Bridge and not csolution itself.
I have proposed to Infineon to include the download URL for the tool in the error message from script in case no tool installation is found.

@jkrech get your point, however I would suggest we review the messages that the CMSIS-Toolbox has under control and simplify these. Add web page for generator installation to the message as this may at least have some information about the root cause.
