Investigate bringing zkPassport to Aztec

Two reasons I think this is important: (1) It clearly has potential to be a highly useful primitive, and (2) its a litmus test for how easy it is to develop on Aztec. If we can't figure out how to make it work, who can/will?

To include:

• What is the current status of this effort? To what extent have there been efforts to do this? Why did they fail?
• What would be needed to do it
• Potentially a PoC
