allow MD engine tests to run outside repo

The dependabot PRs (eg #152 ) fail to run the MD engine tests. This makes merging awkward because it requires a policy override.

Instead, these tests should run on these (and other external) PRs.

We may have restricted these container-based PRs to our org. I am not sure if that is necessary.
