Pop-up notification is not working

Description

Incoming call display is set to Pop-up notification, but when a call is received, no UI appears on the screen.

Expected Behavior

• A pop-up or incoming call screen notification should appear.
• User should be able to accept or decline the call.

Actual Behavior

• The phone rings for the full duration.
• No pop-up or notification appears.
• No options to accept or decline the call.
• There is no visual indication that a call was received.

Impact

Incoming calls are effectively unusable because the user is not aware of them.
