Add Contract Pause-State Transition Test

Description

Add tests covering transitions between paused and active contract states.

Acceptance Criteria

Initial state is tested.

Pause transition is tested.

Unpause transition is tested.

Restricted operations behave correctly while paused.

Repeated state transitions are tested.
