Description

Add an automated dependency license check to identify dependencies whose licenses may require review before distribution.

Acceptance Criteria

Existing dependencies are evaluated.

Dependency licenses can be inspected automatically.

Unexpected licenses cause an actionable CI result.

An approved license policy is documented.
