Add Repository Health Check Script

[Abd-Standard]

Description

Create a developer utility that checks common local prerequisites before running the full NotifyChain development environment.

Acceptance Criteria

Required runtimes are checked.

Required package managers/tools are checked.

Missing prerequisites produce actionable messages.

The script does not modify the developer's environment automatically.
