Add End-to-End Local Notification Smoke Tes

Description

Create a lightweight smoke test that exercises the primary local notification path from event ingestion through notification generation.

The test should avoid sending messages to real external services.

Acceptance Criteria

A representative event can enter the local pipeline.

Event processing completes successfully.

A notification payload is generated.

External notification delivery is mocked or disabled.

The test can run reliably in CI.

Setup and execution are documented.
