[FE-129] locations/page.tsx has no test coverage

Overview

frontend/app/(dashboard)/locations/page.tsx (432 lines) — one of the larger pages in the app, presumably implementing the hierarchical location tree — has no corresponding test file.

Tasks

• Add a test covering the page's core list/tree rendering and its create/edit entry points at the page level (in addition to any component-level tests that land separately).

Acceptance Criteria

• The locations page has at least baseline test coverage for its primary rendering and interaction paths.
