Add Support to change language

Is your feature request related to a problem? Please describe.
If i'm not mistaken, the language is currently derived from browser-language. I feel like not everyone wants that, and would prefer to select the language per-user, per-cookie, globally

Describe the solution you'd like

I would like to be able to select the language before registering. (with cookies?)
Additionally users should be able to set their language in profile settings (django supports this afaik)
I'd also like a global language selection, so new users don't have to change the language whenever they visit the page.

I'm currently working on a translation to german, but i'd like to test/compare the result without having to change my browser language everytime..

@eren-kemer You can tur off the i18n context processor engine by setting USE_I18N to False in the config/settings/base.py.
