Remove Bootstrap

We don't use it much (we don't even use its CSS). Lately, I've been trying to sprinkle in some reactstrap when possible but it's pointless considering that our CSS has become a mix of utility and component-based classes. 

After getting rid of reactstrap, maybe we can try Tailwind to clean up our CSS (https://transform.tools/css-to-tailwind)
