Custom plugins for version 3

Could you tell me where I can find information about adding custom plugins for version 3?

I'm wondering how to create and add a custom plugin if I'm using a CDN and connecting plugins as
plugins: SUNEDITOR.plugins
How do I create and add a custom plugin here in this case?
I haven't found any documentation for version 3.
