Re-enable `jsdoc/check-tag-names`

Re-enable the lint rule jsdoc/check-tag-names. This has been temporarily disabled because the auto-fixer mangles a bunch of improperly-formatted pre-existing doc comments.

We can re-enable it one package at a time to split up the work.
