Acceptance Criteria

Given a node needs to be onboarded for Data Upload Manager (DUM)
When I in the process of onboarding a node
Then I expect centralized, clear, and accurate documentation, whether internal or public

• update and consolidate internal Wiki information
• create a GitHub issue template with checklist (operations repo? DUM repo? this repo?)
• update public documentation e.g.,
  • Under https://nasa-pds.github.io/data-upload-manager/installation/index.html#client-configuration, it says "To obtain values for <Cognito_Username> and <Cognito_Password>, consult the section on User Registration within this document" but there is no User Registration section/link to be found
  • Under https://nasa-pds.github.io/data-upload-manager/installation/index.html#running-the-client-script, fix missing link to "Usage" documentation
