Put the developer environment info from Trello into the project README #94
Description
As part of this process we are moving the Trello notes into git markdown readme files in this repo. We also should move or delete the following:
- r.s. deployment readme files
- repast.github.io instructions on installing from the update site (perhaps just point to the readme markdown file).
