Use Smaller Header Titles to Fit iOS Design Layouts

Problem

We should generally aim to only use H3 or lower headers for most of the elements in MHC (e.g. ### ... or lower) instead of H1 or H2 headers. The current UX in the app rarely uses these large titles and having them in the MD format slicks out as inconsistent across the articles and descriptions.
