broken NPC system on web. NPC system not working in windows.

the dropdown doesn't even.. well, drop down- and the web version to navigate NPC doesn't work either. and if I was supposed to click an NPC on the map, I couldn't since they aren't there to begin with! I JUST WANT ROCKET BOOTS!!!!!
