[Improve][SDK] Support configuring request timeout in the DataProxy Go SDK discoverer

Description

In the Dataproxy Go SDK, the discoverer's HTTP requests to the Manager have no timeout configured, so they can hang indefinitely when the Manager is slow or unreachable.
