Update `css-tree` dependency

The current css-tree version is 2.3.1 but this package depends on ~2.2.0.
Can css-tree be updated?

Can the version constraint also be relaxed to ^2.x.x ?
We currently have multiple copies for css-tree all through the same dependency.

Can the version be bumped now? I see that the blocker is not fixed but css-tree is actively maintained so I figure it should be fixed now.

The 2.2.1 version breaks when building a project in nuxt, so it'd be great if the dep would be bumped.

Version can't be bumped until csstree/csstree#236 is fixed or if csso is patched to work despite that behavior change.
