Min Web API Tutorial: Update to .NET 10

Description

This tutorial needs to be updated to .NET 10:

• New version of the article with .NET 10 moniker while maintaining the old .NET 9.
• Latest IDE's referred to and prereq update.
• New code sample created from the latest template.
• Updated screen shots.
• Test the instructions against the new .NET 10 sample.
