don't load manifests for `list_prefix`

From logging I am inferring that for list_prefix we load manifests for each array node even if manifest preloading is off.

Is that right? We shouldn't do that for very large repos like https://app.earthmover.io/earthmover-public/era5-surface-aws with lots of arrays and manifest splitting enabled.
