Update to handle changes to how NIHMS describes PMC participation

As described here https://pmc.ncbi.nlm.nih.gov/about/submission-methods/, NIHMS no longer documentations the four different submission methods by letter.

• The PASS user guide should be updated to use the new terminology. Some screenshots also need an update.
• The policy submission step should be updated to not mention the method
• The journal loader should be checked to make sure PMC participation status is still loaded correctly

The method is mentioned in app/components/policy-card/index.hbs.

When I check https://app.pass.jhu.edu/data/journal?filter=pmcParticipation==A , pmc participation is still being set for some journals. From the cloudwatch logs journals are being loaded and some are being updated.
