Implement adjustable ratio or upper limit for shadow traffic #26
Right now shadow traffic is configurable from LogsConfig as a percentage.
Given that shadowed clusters organically grow traffic, this increases the throughput as well in the shadowing clusters.
We ideally want to express an absolute threshold such that the sample rate is calculated dynamically.
