What feature you'd like to add:
Define a RuntimeConfig CR (or extend existing Dataset/Runtime CRDs) to allow real-time modification of caching policies, client configurations, and I/O throttling—without rebuilding Dataset resources. Support progressive rollout, change preview, and rollback features for configuration changes.

Why is this feature needed:
Reducing operational overhead and risk by enabling runtime modifications without disruptive dataset rebuilds is essential for production-grade clusters. Change preview and rollback further ensure safe, flexible updates and easier troubleshooting.
