Bazel: regenerate vendored cargo dependencies

Registers the `unified/swift-syntax-rs` workspace member (added in "unified:
Add swift-syntax-rs") in the tree-sitter extractors crate universe. It has no
external Rust dependencies, so its dependency entries are empty.
