• how to interact with github.com/haskell
• how it operates
• who is responsible
• what its purpose is

A README for the organization would be very helpful for displaying this information.

Hello!

I'm coming here on behalf of the maintainer of the ConfigFile library maintainer who would like to pass on the torch, as I volunteered to maintain it for the foreseeable future. First of all, is hosting this package in your organization an option? If so, I have some question that might end up in the README requested in this issue:

• are there license requirements?
• is there a code-of-conduct packages should adopt?
• are there code style requirements/recommendations one should apply before entering?

Even if my request cannot be fulfilled, I suppose those questions might still be useful. :)
