Unstarted bounty doesn't appear correctly #4
Description
It looks like unstarted bounties that have never been contributed aren't rendering with that implication

These should:
- show that the bounty hasn't been started
- show the default split for the bounty, which is 80:20 to the PR creator
- not show "paused" or anything like that if the bounty was not started
