docs: add stability level information to declarative validation tags

Description

This PR updates the declarative validation documentation to include Stability Level information which is relevant for development. To see the specific meaning of each stability level see the KEP information here:

The source of truth for the stability levls come from the StabilityLevel tag on the declarative validation source code. Example below:
https://github.com/kubernetes/kubernetes/blob/master/staging/src/k8s.io/code-generator/cmd/validation-gen/validators/limits.go#L82C3-L82C12

The values here are the target values for v1.36, some of these are currently only reflected in the dev-branch but this information is correct.
