[FEATURE REQUEST]: Auto-reconnect MIDI devices on connection loss

What happened?

When my MIDI devices is disconnected for some reasons and connected again, Element doesn't find it automatically, I need to either restart Element or recreate/reconfigure the device.

I created this ticket to fix the problem myself.

I have a working prototype solution for this problem, but it is messy and needs refactoring. So it will take more time then I thought.
