Port StrongArm to use basic_bot

strongarm was developed before basic bot, but uses its own proprietary central_hub, web_server, and commons like hub_state_monitor.py, constants.py, log.py, messages.py and more.

Tasks

1. Remove any proprietary components or modules that have a basic_bot equivalent and change usages as necessary to use basic_bot

It might be easier to use bb_create to create a new project and then bring in the strongarm specific components.
