The compilation instructions for Windows provided with lpsmith/postgresql-simple#66 look promising, and is something that probably should be provided with postgresql-libpq, perhaps in the Description field of the cabal file.
Since I don't use this code on Windows myself, it would be nice to get a confirmation that these instructions are good enough to be useful. Also, it would be nice to have a clearer explanation of some of the magical strangeness in that report, though perhaps not 100% necessary.
I suppose the best way to get feedback would be to post the instructions where more people see it, and let them yell when something doesn't work.
