List breaking changes on download page

From time to time, there may be breaking changes that require manual intervention to upgrade from a previous version. People either don't check these, or check them less frequently than ideal, thus causing problems with people having outdated configurations.

Additionally, this could be used to intelligently download only the updated VPKs from the last time someone downloaded.
