Add Bluetooth compatibility

Willing to look into this if nobody else is already. Likely would utilize one of the existing xplat Bluetooth libraries (like Plugin.BLE) if I implemented it.

Never got around to it, and as you can probably tell, I've somewhat let the c-sharp lib and cli languish while working on other projects in the org. Happy to have some contributions 😅
