Agent sessions: show all sessions in empty chat by default #281961

Feedback from standup today: why do we not show all sessions above the chat input by default, instead of focusing on the top 3 and asking the user to drill into or make the view wide.
See how there is lots of empty space available if we were to make the welcome banner hidden:
