Deprecate use of Time port for telemetry

Feature Description

Follow-up to #4517

No longer invoke the time port on a component for channels, and remove time argument from the Time port.

Rationale

Packetizer adds the time tag to packets, not individual channels, so the time value read by components and passed is wasted.
