Now that we have synced repair events to GitHub issues, can we remove the repair notification and just use the notification from GitHub?

维修队群内bot消息存在相同工单内容重复发送

看不见Issue是因为github bot账号被flag了

群内对于同一维修的多次推送是因为有对同一个issue的多次修改，多次触发了webhook
