[Bug]: Freeing up space in a folder with full quota does not bring back the "New" button #56907

Steps to reproduce
- Create a Team folder with a quota
- Upload some files, so the quota is exactly fullfilled
- Observe the "New button" no longer being shown
- Delete the files again
Expected behavior
The "New button" should come back after there is enough free space to upload again.
