Current Behavior

is there a configuration or is it a bug i cant run my flutter apps on web view unless it has internet

Expected Behavior

Run Flutter Apps on web offline

Steps To Reproduce

1. NVIM Latest
2. LazyVim
3. FlutterRun
4. Not Working on offline

Environment

- OS: windows 11 home
- Flutter version: latest
- Is flutter in $PATH: correct path
- neovim version: laest
