setuptools.build_meta error. Cannot install OpenAI CLIP on Windows 10 with PyTorch 2.1.2+cu121

I'm trying to install a clip for stable diffusion.
Installation fails with the following error:

New user here, I tried to install that zip version on Windows 11 ("Windows method 1") where you just have to run update.bat and run.bat and get the same error. Seeing how old this bug is someone should update the documentation stating that the easy install version is apparently broken since months...
