Admin users can see all Subjects

This is not a problem per see, but when in Neutral page, I select an user that it is not owned by my account, it throws an error and I cannot select a different user and attempt to record again until I refresh, as the button status is not reseted.

@carmichaelong I think it would be nice to implement that filter as we discussed previously. We had folks selecting subjects this weekend, then running neutral and waiting, and then getting the error message because the subject wasn't owned by the account. Would be a good quick fix.
