Possible bug: Observed generation is not updated by new capacity at site

This started in 0.12.0, although might have been there before

I have the following function

1. Update location capacity
2. Save observation values

In a test i then read back the value and the value_fraction is then wrong and possibly its linked to the old capacity value
openclimatefix/solar-consumer#114

I'm not sure where the bug is.

I wonder as a separate discussion, could we return watt values rather than fraction, watts will be the most common use case

Just to clarify, you:

1. Update a location's capacity
2. Save some observation values, in watts, for that location, for times overlapping the capacity update
3. Read those observations back as fractions of capacity and capacity values
4. Those read back capacity and fraction values don't represent the new capacity

Is that right? Also, my usual initial question which is, have you brought everything up to date - the client code and the data platform server instance

Yea, this was just on a integration test in the solar-consumer, and I think everything is up to date
