Consumption accounting is server-authoritative (stellar issues every grant — ADR-0016), which eliminates self-report cheating, but nothing watches for the abuse patterns that remain: ratio/grant abuse, sybil/multi-account behavior, impossible-consumption patterns. korin.pink's ledger sidecar — holding the hot consumption state and the IRC vantage — is positioned to provide that detection; stellar-api needs a contract for what signals korin returns and how stellar acts on them (flag/report substrate? staff queue? CRS input? never an automated gate).
Scope
- An ADR extending the ADR-0013/ADR-0016 seam: signal taxonomy, wire shape, auth (existing service keys), and the action model on the stellar side.
- Implementation issues fall out of the ADR once accepted.
Blocked on #261 (consumption-event ingest) landing first — there is nothing to analyze until events flow. A paired korin-pink issue covers the sidecar half (linked in comments).
