Parallel erroneously requires Dot balance to transfer USDT to asset hub.

Description

You need at least some Dot to transfer USDT from Parallel to Asset Hub. However, the Dot never gets spent. Believe this is a bug.

Steps to Reproduce

Replace the example steps below with actual steps to reproduce the bug you're reporting.

1. Try to send USDT to Asset Hub.
2. Fails to send if you do not have some Dot in your account.

Expected vs. Actual Behavior

USDT sends to Asset Hub without requiring Dot in your Parallel Account. I believe you just need Dot on the Asset Hub. However, that equation seems to be a factor of 10 too large.
