Neither hover nor focus cause tooltips to appear for links

Describe the bug

Normally, if you hover your mouse over a link that has a tooltip, the tooltip will appear. However, I can't find a method to accomplish the same effect with Vimium. I thought that LinkHints.activateMode with either the hover or focus action would work, but no luck.

To Reproduce

Steps to reproduce the behavior:

1. Go to URL 'https://en.wikipedia.org/wiki/Tooltip'
2. Hover your mouse over the "Edit" button for the article and observe the tooltip that appears
3. Attempt to use hover or focus Vimium commands on the same button - this should fail to bring up the tooltip
