Deterministic order of proposal in the review system

Deterministic ordering for proposals in review system

• Gather context and find the review system code
• Add secondary ordering by id for deterministic results
• Commit and push changes

Changes made to backend/reviews/admin.py:

• Line 471: Grants recap view - added secondary sort by id
• Line 570: Proposals recap view - added secondary sort by id

The changes ensure that proposals/grants with the same score will always appear in the same order (sorted by their ID) rather than in non-deterministic database order.

Note: The get_next_to_review_item_id function (lines 901/923) uses intentional random ordering ("?") for fairness in review assignment, so those were left unchanged.
