SDL applies PTU provided via PutFile from a mobile app

Occurrences: 100%

Reproduction Steps

1. SDL and HMI are started
2. Mobile app is registered and activated
3. PTU is triggered by device consent/ by app registration
4. Mobile app sends PutFile(fileType="JSON") with updated policy table

Expected Behavior

SDL does not apply the PTU received via PutFile

Observed Behavior

SDL applies the PTU received via PutFile, policy update status is "Up to date"

Please notice this is a non-regression issue. It's also reproduced on release 8.0
