feat: connectivity check tool [IDE-1557]

Description

The tool can be called by IDEs to fetch their connectivity check results in a human readable format.
Relies on changes in snyk/go-application-framework#494 to also check directories, but since the WF already exists, it is not immediately reliant on it. However, I still have made the go.mod point to it, so this need changing before merging.
