This happens when first running quire new on a computer with git freshly installed. It's at the quire new stage that Quire clones the quire starter repository and sets up the project as a new git repository. It makes an initial commit on behalf of the user and so needs to assign that commit to someone. It asks the user to enter their name and email on the command line, like:

$ git config --global user.name "Jane Doe"
$ git config --global user.email jdoe@example.com

I don't feel like this happens consistently for all of our users though. Certainly some of them already have git installed and so don't need this step, but it feels like even some who don't already have git aren't being asked for this config. I'm not 100% sure though. In the end, it's a good example of the extra complication we're adding to user workflows by insisting on git from the beginning.
