currently v2c prefills a blank template.
quite often, the file is the uploader's own work.
but novice users may not understand they need to specify that the file is their own work (by using {{own}}) and choose a licence, resulting in e.g.

proposed solution
when uploading from device, add one step before the description step: ask whether the file they are uploading has been recorded by them / its copyright is owned by them.
if yes, ask what licence they want (give 4 standard options: cc0, ccby, ccbysa, write-in), then proceed to a template prefilled with {{own}} and the chosen licence.
if no, usual blank template like now.
