Documents the new on-prem meda GPU runner:
extra_config.executor: meda+gpu: allpasses a physical NVIDIA GPU into the VM via VFIO. Covers the.cirun.ymlconfig, exclusive per-runner GPU leasing with backpressure, theubuntu-gpuimage, and one-time host setup (IOMMU, vfio-pci, MEMLOCK). Also updates theextra_configgpurow to cover meda. Build passes.
